IIE American Passport Project at Tulane
Tulane has been awarded the IIE American Passport Project Grant, which helps remove financial barriers for U.S. students applying for their first adult passport, expands access to global learning opportunities, and encourages early engagement in study abroad. Through this initiative, eligible Tulane students receive support throughout the nomination and application process and full funding of the $165 U.S. passport application fee.
ELIGIBILITY CRITERIA
Students who meet most or all of the following eligibility criteria are encouraged to apply:
- U.S. citizen and eligible to receive a U.S. passport
- 18 years of age or older
- Students who identify with groups historically underrepresented in global education, including but not limited to first-generation college students, students with financial need, students with limited prior global exposure, amongst other.

Steps to Apply for a First-Time Adult U.S. Passport
After receiving confirmation of approval and nomination from Tulane Global and IIE, you can begin the steps below to apply for your first adult U.S. passport. If you still need approval, please complete the following interest form: https://wkf.ms/4qc4Iu1.
- Use the online Form Filler on a computer and print the form single-sided.
- If you have technical issues, download, print, and complete the PDF version.
- Do NOT sign the form yet — you must sign it in person and in front of a passport acceptance agent.
Your document must be an original with an official government seal or stamp. Accepted documents (choose one):
- U.S. birth certificate (meeting Department of State requirements)
- Fully valid, undamaged U.S. passport (10 years for adults; 5 years for minors)
- Consular Report of Birth Abroad (CRBA)
- Certificate of Naturalization or Certificate of Citizenship. If you have an Alien Registration Number (A-Number), you may include it on Form DS-11
⚠️ Important: Digital or electronic birth certificates are NOT accepted. You must submit an original physical document.
If you do not have one of the documents above, consult the Department of State’s guidance on alternative citizenship evidence.
Primary acceptable IDs include:
- Valid or expired, undamaged U.S. passport book or card
- In-state, fully valid driver’s license or enhanced driver’s license (with photo)
- Certificate of Naturalization or Citizenship
- Government employee ID (city, county, state, or federal)
- U.S. military or military dependent ID
- Current (valid) foreign passport
- Enhanced Tribal Card or Native American tribal photo ID
You may be asked for additional ID if using:
- Learner’s permit (with photo)
- Non-driver state ID (with photo)
- Temporary driver’s license (with photo)
- Employment Authorization Document (EAD)
If you do not have any of these, check the Department of State website for approved secondary ID options.
You must bring:
- A photocopy of your citizenship document (front and back, if applicable)
- A photocopy of the front and back of your photo ID
Photocopy requirements:
- 8.5 × 11-inch paper
- Single-sided copies only
- For IDs with a front and back, print both sides on the same page
Your photo must be:
- High resolution (not blurry, grainy, or pixelated)
- 2 x 2 inches (51 x 51 mm)
- Head size: 1–1 3/8 inches (25–35 mm) from chin to top of head
- Printed on matte or glossy photo-quality paper
🚫 Do NOT staple or attach the photo to your form. The acceptance agent will review and staple it for you.
When applying with Form DS-11, you must pay two separate fees:
- Passport Application Fee: $130 (paid to the U.S. Department of State)
- Acceptance Facility Fee: $35 (paid to the acceptance facility)
Tulane Global Support: Once your documents are ready, you may coordinate with Tulane Global to pick up the checks that cover both fees.

- Verify your ID
- Administer an oath
- Have you sign Form DS-11
